Description - I'm guessing this was originally with a matching dress but I think it would work great on it's own as a cropped blouse with shorts or jeans. It has cool vintage buttons up the front that are sew on just for decoration.  It actually snaps up the front.  The snaps are moved in so it sits slightly off center.  You could move these over if you'd like to make it about an inch larger in the chest.
