The Blended toner swatch system helps get you close to a desired color by using color swatches, then you go to the formula book to create a color that is close to the swatch.  It will not necessarily be an exact match and will always need to be adjusted by eye.  The system is a helper tool to get you in the ball park of a color.  In order to get a good color match you still need to adjust the color and apply the correct gloss topcoat or the color will look off..
