Drawing on their experience with the Nakajima Ki-47 and the Lockheed Super Electra, Tachikawa's prototype took to the skies in 1940. Following a slight refurbishment based on its initial flights, it was officially adopted in 1941 as a premier twin-engine advanced training aircraft.
